Lmao, that is the FOTUS armor set, how do you not know this? It is Exclusive only to those who bought the Halo 4 Limited Edition Console.
If you need proof I will change my whole Armor Set to FOTUS to send you on your way.

OP was talking about the Armor effects, y’know pestilance, flaming helmet…

The Armor Effects are Speed Boost, and Flood Visual Effects that can be changed in the Appearance section of Forge, Gametypes,.
The Flaming Skull one, Lightning, however are clearly photoshopped as others have said, those look craptastic.

I would say that maybe they plan to make some special day rewarding with those effects who wins tournaments or similar…
I’d like to see you get a flaming helmet with silentsaine by editing the options in custom games,forge or ‘lighting’

Nope, these are from the game 100% legit (well sorta legit, considering the files where only found through modding).
