First off, I am absolutely fine for paying for this. You can’t hire people without paying them.
I thought the point of micro-transactions in a $60 game was so that we can get free content. The voices req card, although a req card, seems like part of the DLC we usually get monthly and not a req card weapons we get for in game. (If that makes any sense.) I just want to know why. If the case is that the reqs simply can’t afford them then that’s fine, that’s what I am leaning towards because voice actors are expensive.
To those who are not 343i or ske7ch, what do you think? Feel free to yell at me.

The amount of time, effort and resources required to make DLC. It’s very expensive. And I have no ideal.

Paying for additional content(like the voiceover actors) out of the profits they already accrued would be seen as “bad for business.” Not that I agree, but that is the short of it

And profits accrued wouldn’t be good for newer assets that need to be paid for. Great, thanks for answering.

Actors who lend their voices most probably are paid on a comission basis. In case the dlc sells, they get some money out of it. In case it doesn’t there’s no serious expense for the developer.

Well, question answered. 
There’s currently a voice actor strike going down in which members of the voice actor union(?), including the voice of Commander Palmer, are ceasing work until demands are met. Not only is it hard to get voice actors now, but this is a lot of dialogue, there are three voice actors involved, and Buck alone probably didn’t come cheap.

That’s right, there is a big strike going on. That could effect all of this. I personally think they deserve it. I hear that the actors who yell, do not get breaks. That’s a lot of yelling. As more people answer the more everything becomes clear, I already assumed it was that they needed money, but I thought that i’d ask the question as well.
Because it’s not like 343 and Microsoft have billions of dollars. Oh wait…

And these Guys and Girls want to be paid, too… I mean, u’ve got not only the English Voice Actors, what’s with German or Spanish Voice Actors…? Or the whole other Bunch of Languages…? U would think, that u get them too, or not…? And I think this was Part of the Reason, why u have to pay for them… I wouldn’t mind “Only English Voices” either. I would prefer it Actually… This Way I could play Campaign and the Game in German but could listen to English Announcers at the Same Time…! That would be Perfect, haha… :'D

Absolutely, but their work environment should be better and if they think thy are worth more, then we will see where it get them.
