Here's how obtaining REQs should have worked.

I know a lot of people hate the REQ system, but a lot of people love it for some reason. I agree the way you obtain REQs (stuff to use, not REQ points) isn’t all it was hyped up to be. So let’s fix it in hopes if Halo 6 has it, it’s the way we wanted it to be.

(1). REQ Store [For The Players]

The REQ Store would allow players that don’t wish to put up with RNG a chance to purchase exactly what they want, when they want. This means anything you could possibly unlock in REQ packs, armor, stances, emblems, you name it. The drawback is the items you can purchase are significantly more REQ points than obtaining them from packs.

Players can’t buy REQ points for this option to make it go quicker. You could only buy items by obtaining REQ points to purchase them. This means that all though they have a chance to buy what they want without RNG, it’d take slightly longer to obtain everything.

(2). REQ Lottery [For 343 Industries]

The REQ Lottery is exactly what we have now. Rename the current packs to Bronze Lottery Pack, Silver Lottery Pack, and Gold Lottery Pack respectively. This would be a cheaper alternative to the REQ Store in a way you can still unlock everything fairly.

Obviously players would still have a chance to purchase lottery packs with real money if they wish. This allows 343 to bring in a large revenue from the strong playerbase who wishes to get this route.

343 chose our current system because REQ packs are bought in a very large amount every day, which is given them a lot of money. But it wasn’t exactly fair in terms of the player’s vocabularly. These two systems would allow for both parties to be satisfied.

I think something like the black market store for Burn cards in Titanfall could work. Rotating limited availability items. You could only buy a given number of any particular item per day, etc. This could let you specifically choose some reqs without blowing up the rng market for packs.

Halo reach had that credit system that was cool. That alongside RNG would be cool i guess. As long as stuff was priced REALLY high.

Also not as much money for 343 potentialy this way.
And if they dont get paid we dont get stuff.
