Help whenever I try to play Arena or Warzone it always says this "Could not find a server that was suitable for all the members of your fireteam.
Also whenever I play forge it lags when I play by my self.

I’m no expert, but if Forge is lagging then I believe your available bandwidth is too low, so you might be downloading something or you just need better internet. Either that or you are in another country as the server.
If there are connection to server issues, you could try to restart the build or XBox, but could also be related to what I mentioned about bandwidth.

Not necessarily. You need to be able to upload you info to the game server. This is probably more important in P2P networking opposed to dedicated servers.

Regardless, it should be fine for online gaming.

That’s basically a 40mbps down and 20mbps up. You should be able to stream 1080p videos on problem, higher resolutions would be possible too. There is no reason this would not be enough for multiplayer.
It’s most likely an issue with the servers, or maybe your NAT type. I can’t help you out with NAT, but there are plenty guides on google.

Thank you, but Ive looked on other websites for the same problem and a lot of other people have it and some of them have worse internet than me

It is Mbps (Mega bits per second) and 4.66Mbps /2.11 Mbps should be okay. Though at 7-14Mbps (a DSL connection, which is above a dialup) is recommended.
