It’s a automatic trigger. If you reach a certain post count, you will automatically be bumped up.

When you reach the number of posts for Recruit gold, you’ll pop up to that. Recruit Silver is a thing only on paper.
It is a small bug, it happened to me. You just have to earn the next Rank, the Gold if I’m not wrong.
