Its not a bug, it’s just rare.
It’s a rare card so make sure you’re opening silvers…I recommend maxing out all bronze packs first.
It is really powerful though.

it’s not rare i have all the dmr loadouts in lvl 44
Level 60 here and yeah, still no DMR. Opened silver packs since day 1. The funny thing is I have like 3 DMR skins, which are all rare, but no DMR itself.
Getting really aggravating opening packs and just getting armor or stupid stuff like woodland scout warthogs.
SR67 - No DMR’s as of yet.
I think its just luck of the draw. My some has some things at sr26 that I don’t have at sr51. But fortunately I have 3 DMR received one fairly early on and 2 more about midway. He received a couple Gungoose very early on and I didn’t get until in the 40’s. Don’t think it would be as much fun if everyone received everything at the same time.
Really getting done by this RNG… I have roughly half the rare cards unlocked and haven’t received a dmr… But I have 2 dmr weapon skins… Lol
