You can leave all the other battle pass stuff alone besides bug fixes.
Just add performance-based XP gains, allowing the really good players to clear a stage for outstanding performance each match.
additional 100xp for a win.
Additional 100xp for every 10 kills in Slayer.
Additional 100xp for every flag your team captures, or rounds won.
Additional 50xp for every killstreak, increasing by 50xp for each stage of the killstreak. (150xp for ending on a running riot, 200xp for ending on a Rampage)

Everybody wants to look unique.
There’s already drive for completing each week’s challenges but at the moment only the desperate or the particularly wealthy or careless are paying for boosts or levels, and many people don’t want to be associated with them. It’s getting so bad that many people are just quitting until changes get made. -
Everybody wants to be respected.
What’s more respectable than earning your way to the top? Performance based xp gains allows the passionate and skilled players to climb the ladder in the season so fast that they get to show off their status in public matches, while less skilled players may be far behind. -
Those less skilled players are the ones who will then WANT to buy levels and XP boosts.
It’s child-like but everybody has it. People want to be like their heroes. They see that super cool looking Spartan just wipe the floor with the enemy team and they want to be just. like. them. And so they buy-in, and they want to buy in. They want to at least cosplay their favorite Spartan, even if they can’t be as good as them. Meanwhile the super skilled players know who they are, they got the scoreboard backing up their looks. They’re the ones streaming and making your game more attractive to Esports fans, because their skills attract a lot of attention and so does their style.
TLDR: less skilled players are more likely to buy boosts and the battle pass as a whole if they see skilled people with those sweet battle pass season rewards. And if the skilled players can get there faster, then more people buy-in to imitate them.
