I have $29 on my live account but every time I try to buy the bundle it tells me I’m not eligible, so unless I missed my chance to buy it I have a problem I cannot solve

I did not buy the limited edition of halo 5 i simply bought a gift card and tried to buy it but it just tells me in game that there is an error and that im not eligible for this content and nothing about payment issues it just simply wont let me spend my money on it.

Sounds more like a Microsoft issue than the game. Probably should contact Xbox Support.
Try buying it while not loading into the match?
