I hear that changing some customization options on the MCC helps. Also make sure that you got the Legend achievement, because Helioskrill is a product of that achievement.
If you played with some of the assisting skulls, that might have something to do with it too.
The achievement is there for you, so they should be present. When I completed it, the items were just suddenly in my inventory; there was no REQ pack that shows up like what happens for commendations or gifts from 343. Have you scrolled over to the legendary items and confirmed the helmet and armor aren’t there?
Helioskrill is also obtainable through gold packs.
Just keep buying Gold REQ packs, you’ll get it much faster and easier

Try contacting 343 or Microsoft.
