did every campain on legendary but it wont give helio scrill what do i do
According to Waypoint, you have not completed every level of Halo CE and Halo 2 on legendary, either in single player or co-op. Go back and replay the missing missions.
Waypoint also says that your progress to the Legend achievement is only at 65%. You must unlock the Legend achievement in MCC to get Helioskrill.

According to Waypoint, you haven’t. Playing them on Easy difficulty won’t do anything. You need to complete every level on Legendary difficulty, and you are missing several levels in Halo CE and Halo 2. You’ll know it works if you get an achievement for completing the level when you complete it; if you don’t, it means it didn’t register and you’ll need to play the level again (on Legendary).
Are you connected to Xbox Live when playing? You’ll need to be if you want progress to count. You also probably want to turn off any skulls that make the game easier, like Bandana or Scarab. Skulls with a score modifier of 0x may invalidate achievements.
