Health and Shield Decay MISSING from Halo: Reach?

Something I noticed while creating a new gametype yesterday night was that under Health Recharge and Shield Recharge options, the description notes that the setting determines the rate of recharge OR DECAY, yet there are no negative options (-25%, etc.) like there was in Halo 3.

It would be nice if these values were reapplied, especially given the description implied that it should be available.

A small note, sure, but it would definitely help the custom game and forging community out a bit.
