I have the same Problem
The best Way for 343 to solve this is to give the Skins for free to anyone or tied to the Weekly Challenge, as an thank you to the Community for the unexpected high viewing Numbers and for us, because our only fault was to trust Halo Waypoints “Status: Account linked” even though there was the three dots “…”
I found that the skin was sent to the wrong account… somehow my alternate account my kids use to play halo with was linked to my twitch… im screwed i fell 
on the side note… the armor coating is pretty cool i just cant use it on my account.
Funniest thing about this, even the Twitch connection Settings say that my Account was linked 4 Days ago and the Drop Menu says i got the victory Pose 3 Days ago
I’m in the same boat as most connected accounts verified both ends ok, watch and no drop unlinked relinked watched again full screen no so excuse’s still nothing not even showing anything in the twitch drop folder so I’m giving up on that.
Just a though who wants to run a little bet that these items will magically appear in the shop in the not too distant then they will expect us to pump £15/$20 to get them.
By the time I saw that it wasn’t in game, it was too late to do the 2nd account trick so I’m hoping they do something… sadly I don’t think they will.
I sent a ticket in to add to the others. Hopefully enough of us sending them will draw some attention.
This is why I refuse to waste any money needed more than needed to complete achievements. I had everything properly linked and double-checked it before I started watching and like everyone else, now have “…” where the twitch name should be.
Halo use to be fun and while it was, it felt like we were mildly rewarded for our dedication. Now we’re thrown worthless scraps if we don’t hand our wallets over to 343. I understand profiting off some cosmetics, but c’mon, expecting us to pay for things like a Noble insignia or the ability to make our own insignia patch was a MP staple. 343 took what made Halo and said f-u to their fan base - assassinations, insignias, grifball, etc. Sadly, COD Warzone has a better reward system than this pile of donkey crap.
And btw, 343, just in case you happen to read this - I just enjoy having to re-enter my service tag every flippin’ time I sign on to play.
To help those this happened to, I have a solution for the future. I tried de-linking and re-linking; here’s what I found.
The issue, or at least my issue, was resolved when I disconnected from Xbox Live on my Twitch’s Settings: Recommended Connection page. I kept my 343 Industries Connection in tact; reloaded my Haloway Settings: Linked Accounts page and * poof *, the “…” was replaced with my name. The rewards have not transferred and I don’t know if they will but at least you will be ready for next time.

I got in touch with support and received a generic reply:

What is wrong with you?
Like many others, Twitch inventory shows me having all 3 HCS items but none are showing up in-game.
Same here, WeaponSkins do not show up, but Armor and Stance
He might be overreacting, for sure, from beeing stressed out by Covid or something else.
But the underlying point is a legit one: The replies from support are not even remotely bearable and most of the time far from satisfying. To be fair, in the last 2 months they got more tickets than in the whole time before, but not employing more stuff or enlage their competences (like adding ingame rewards) is just one thing: a
pure mistake.
For the past 50 tickets I opend I got about 3 different responses, with a few words interchanged. On this one they simply retracked me to the official support - srsly, xbox support will not be able to help at all with a game specific drop not unlocking. - How shall this help me?
I just got my ticket response and either speaking to a bot or they really don’t know what to do about this.
I listed the steps taken to confirm there’s a problem, like making sure the twitch drops say “Game account connected” (including screenshot showing), relinking accounts, everything that has been suggested to others who had already opened a ticket, with screens. The response I got was the same message asking me to do everything I had already mentioned I did in my original ticket info.
Kind of frustrating cause it just feels like they aren’t even reading anything. Good luck to everyone else.
Literally never had an issue with twitch drops before. Log on to buy the dumb cat ears and realized nothing was claimed because their useless site says “…” for my twitch.

Haven’t had a response from the Support team yet but I’m not hopeful.
As with everyone else whenever I’ve submitted a support ticket for Halo Infinite the response shows that what I’ve written hasn’t been read then you either get basic troubleshooting (which you’ve already said you’ve done) or trying to just get rid of you by saying they can’t help.
I’ve done 1st and 2nd line tech support before as well as doing QA testing for games and it really bugs me when I see poor support, even if you can’t fix someone’s problem just showing that you understand what you are being told goes a surprisingly long way.
