The 343i skins and emblems are only given out to those who work at 343i.

You don’t unless you work for 343 or they give it to you personally. Im not really sure why they put it in the collection menu to be honest

It was a random unlock if you bought more than 1 hcs pack.

That might be true, but a number of people have them from a glitch in the HCS req pack when it was released. Greenskull has the 343 skins and does not work for 343.
On topic tho, the HCS req pack could return to allow players another shot at the armour, my guess will be when the current HCS ends.
