HCS REQ Pack Issue

I purchased an HCS REQ pack expecting to get all 5 HCS REQs, as I don’t have all of the HCS Skins or Armor. When I opened the pack, I only received 3 HCS skins and then 2 random ultra rare unlocks (including Renewing Worlds Emblem). First, I thought emblems didn’t count in REQ packs. Secondly, I’m still missing Contender Blue Battle Rifle and all Contender Red skins, so why did I get two skins I could get in regular gold REQ packs? The HCS REQ Pack states: “Purchase of the HCS Pack will unlock 5 special HCS visual customization items for use in Arena and Warzone. Subsequent purchases unlock 5 rare or better visual customization items if available.” So what’s going on here?

If you have any permanent unlocks besides those to unlock you’ll get some of those as well.
