343 or Microsoft (I forget) said that the current story is not a trilogy but a saga. But the way the story is right now, I can’t think of anymore story beats to add after Cortana and her Created. This next game really feels like it is going to be finale. I really doubt that Cortana will still be in power after Halo Infnite. Nobody likes the current story arc and I think 343 wants to leave it behind. But unless they bring in the Flood/Precursors they really can’t do much else right?

Because they felt they didn’t deserve to come back after their mistakes. So it was partly a self-imposed punishment.

Was that a decision by a council or the Librarian?
Well, the Spirit of Fire and the Banished are still out there so they can probably fuse that story into the mainline games if it’s not continued in Halo Infinite. Rumors are saying that HW2 will have some impact on Halo Infinite.
I’m still waiting for a halo game with human rebels. The UNSC doesn’t exactly have a superb navy currently and there have been rare cases of rebel spartan 4s. The Infinity could definitely stop a single planet at a time but that’s just one ship and there are far more than one human and human-mix colonies.
The whole idea of shield worlds holding hidden armies like the prometheans, hidden fleets like off of halo wars 1, potential living forerunner societies, and hidden flood sanctuaries make for a very confusing sense of predictability but have been gateways for story telling in two halo games and several outside sources.
As for the whole created story arc, 343i could have taken notes from ThaActMan’s video where he and RennsReviews sum up by saying that Cortana will be the bad guy for the first few missions and make a switch to be a good guy again later down the campaign.
However; they could just reskin Halo CE and give it the old story reboot but still be a sequel.

Most Forerunners felt that way. The Ur-Didact being an obvious exception.
Of course, most of the games and stories have been confined to the Orion Arm of the Milky Way, we’ve still got a whole galaxy left to explore. There may be all sorts of things lurking out there. The new Spartan Field Manual mentions Brute clans becoming more organized, likely thanks to Banished warlords. The New Colonial Alliance is still a threat and could be the way to introduce human enemies in Halo (especially if they find a way to make Spartans or equivalents). The manual also seems to suggest there have been some Flood containment breaks that have been stopped by Spartans.
Personally, I think Halo stories could be more episodic ala Spartan Ops. Rather than a huge main game story, smaller stories that cover a wide variety of ideas could come and tide us over until a new main game decides where to go.
Two good options are Flood and Banished, beyond that they can always create new enemies.
