I was wondering… If I have ALL REQs (vehicles, weapons, armor…etc), can I spend all my Tartarus Gavels without worryings? - I mean, the next time I open a gold REQ, I’ll get back the Tartarus Gavel since it will the only missing req, won’t I?
That’s not the way it works. Once you have certifications for everything, you’re equally likely to get any particular rare as any other, same with ultra rares and legendaries. However, currently owned amount of REQs does not affect your likelihood to get that REQ in packs.

You can use the Gavel, but it’s not guaranteed you’ll get one in the next Gold pack you open.
I can’t prove it, but I have noticed that when I use certain weapons/vehicles I’ll get them more in REQ packs or at least in the next pack that I open. I’ll use a Corp tank for example and there will be the Corp tank in my next gold pack or a Mantis and there it is in my next gold pack.
It’s random. You are less likely to get a mythic vs others.
It’s RNG… There is no telling what will be in your packs. It doesn’t go by anything in particular.
