I have this question because I have seen other people getting worried that there isn’t going to be 4 player-splitscreen in the full game. If it is or isn’t I will include some speculation about that which affects campaign.
1 Player: As most of us know, Agent Locke will be playable during the campaign, as confirmed by someone at 343i. (Forgot who said that.) That being said, you will play as Locke alone and be accompanied by 3 other Spartans (See Halo 2 Anniversary Prologue to understand more.)
2 Players: If limited to only two players, the second player must be the Arbiter. In the Prologue, there are 3 spartans, besides Locke and four Elites besides the Arbiter. That being said, it would be unreasonable to be able to play as the other Spartans or Elites.
4 Players: If 4 players are allowed, you can not play as the Arbiter and only play as Locke or the other Spartans. (Unless there is a dual campaign like Halo 2’s.)

Correct me if I’m wrong but didn’t Halo 3 and 4 have up to 4 players in campaign?

You’re correct, but you can only do 2 players in campaign locally. It’s up to 4 over Xbox Live.
In matchmaking, you can have 4 player splitscreen (providing a playlist allows it).

Exactly; that’s why I said “Local Co-Op”, Four over live but max of 2 per console.

HOWEVER!!! There were glitches to get 3 & 4 player local. I’ve used them and honestly seen little to no performance drop, so don’t really understand why it want implemented just de-res the texture a bit like is done with 2 player co-op
