Halsey stated to Jul 'Mdama that she wants revenge. And while the events of the Endless, the Banished and the Created have been keeping her busy, I have this gut feeling that she hasn’t forgotten what the UNSC has done to her. And when this is all over, I am certain that’s when she’s going to ruin us all.

I think that branch of storytelling has been cut. I could very well be wrong but with Halo: Infinite being a soft reboot most of what has happened in the past games probably won’t be acknowledged.

Pretty sure that when Halsey said that she was just playing Jul.
I guarantee that all the pieces of her plan, if not then most, are already in place for when the UNSC decides once again that they don’t need her.
Never underestimate the mastermind.
I’m not even sure we will see her again in a game, Halo Infinite seem to avoid everything that new baby players would’nt know (Infinity, Lasky, blue team, Osiris …)

It’s never really clear just who Halsey wants to get revenge on, but in Escalation she does harry the UNSC quite a bit, as well as screw over Jul and end up breaking his Covenant with seeds of dissention.
