So correct me if I’m wrong, because I don’t read the back story much but here is my theory.
Does not Halsey at the end of Spartan ops go evil or seem like she is?
My theory is that the opening cut scene of Halo 5 shows Halsey with another copy of “cortana” that she created. Does not the expanded universe talk about how she created multiple Ai.s from her brain the same time she made cortana? And why else show that scene? I say that the cortana in halo 5 is actually a fake cortana that Halsey released to get her revenge. And cortana may or may not be under halsey’s control in halo 5.
Also in my opinion, the cortana in halo 5 looks and sounds way different from all the other cortanas.
Thoughts? Are there obvious flaws to my theory I just didn’t pick up?

The fun part about the intro is what Halsey is talking about.

The reason I think it is less clear (of when it occurs) is that Halsey’s character model appears to be from Halo 4. The photo of Miranda also appears to use the model from Halo 2 Anniversary. It may just be a simple reuse of assets, or it could be something with specific intent.
I doubt Halsey is bad, I think she feel remorse over she had to do to the Spartan II’s. She knows it was a necessary evil but it haunts her & drives her to do anything/ everything to protect them (as a way to assuage her guilt).
I agree, I think Halsey is the real villain, but for a different reason(s).
SPOILERS AHEAD!!
In the opening cutscene, the tune playing in the background is the same tune Cortana is humming when the ring activates during the legendary ending. I think this is a huge clue to just how involved Halsey is in the activation of the Guardians. Halsey also seemed to know something was happening with the Guardians long before the game begins (she said to Laskey she sent her location weeks prior, she made a comment saying something to the effect of “What has she done so far?” referencing Cortana, etc.). We also know she has/had half of the Janus Key from Spartan Ops, so if she can decipher how to use only the one half, she could have found more Forerunner instruments/installations, or even the Guardians themselves.
Now, I think she’s playing nice with the UNSC from what we’ve seen in-game, but she still wants the revenge she told Jul she was looking for, so she released a copy/fake Cortana into the Domain specifically to conjure up the Guardians, take over the world, and eradicate anyone who doesn’t want to live in the new world order where AIs are in charge. She knows humanity, specifically the UNSC, would fight back, so the Guardians and other AI that Cortata recruits will fight and kill everyone she blames for losing her arm and trying to kill her.
