Halo's Villain Problem and how they could fix it

Halo has a problem with their villains. You see Halo hypes up a villain, provided tons of lore on him/her in books and in the games, gives them a lot of power then they die in a really anticlimactic way. Also another big problem is they always never have an opportunity to fight any one head to head until their anticlimactic death that ends way to fast. Take the Didact for example. This powerful Forerunner Being that can turn any human into essentially his slave. He also has an extremely powerful ship and a big army. He has so much interesting and cool lore and according to that he could kill the Chief with a snap of his finger. But instead of just killing chief he waits till the last moment then decides to die by a sticky grenade and falls and dies…You see the problem?

Yes. I think this is a big problem.
The Didact did not die at the end of Halo 4, and they seem to have been intended him to come back, but then they did a 180 with the plot and replaced him as a villain with Cortana and the Warden.
I think this issue was as big if not bigger in Infinite. Every bossfight was with a character who was introduced 5 minutes earlier.

More so 343 has a problem with characterisation and writting in general.
I think to call it a Villain problem like so many threads before this have done, is to miss the forest for the trees.
The issue is the nareative direction as a whole and the need to underpin the universe with key personalities rather than having a universe that features key but non essential players.

Jul and atriox had potential as did UR the issue was they were not only abandoned but also underwhelmed in execution and were rushed. Further the universe revolved around them rather than simply being impacted by their actions.

He got contained in the next 72 at the composers forge.
Most likely is or was intended to be the warden eternal until they changed direction.
