the elites here are not with the arbiter. they are on their own and apparently most of them still believe in the “Great Journey”. the arbiter is back on his home planet fighting a war. and i believe that jul is the leader of this covenant.
6)I think that they are still fighting because whatever the didact did the them was never undone so they still think the UNSC is the enemy.
7)she reacts that whey because john is one of the last spartan II’s and she thinks of them all almost like children and she also thought that he was dead after halo 3.
