So in Halo 4 we got a new feature called Personal Ordnance. Personally I really DISLIKE it and I think this shouldn’t be in Halo at all and should be removed completely. Random Ordnance is also crap because it already has the word RANDOM in it and random things something we DO NOT want in Halo!
So if 343 decides to bring back personal ordnance they should make it static. This means give everyone the same options when they earn personal ordnance.
So my thoughts for Personal Ordnance are: Give us 3 options with the following:
Slot 1: Plasma Pistol
Slot 2: Boltshot
Slot 3: Plasma Grenades
So why these three weapons/grenades? Well, the boltshot is a one hit kill gun in a loadout which is RIDICULOUS and should be removed from loadouts immediately from loadouts in Halo 5 because it is more like a power weapon.
The plasma pistol and plasma grenades in loadouts RUIN vehicle gameplay because the vehicles are too weak in Halo 4 to fight against this. My suggestion is make both personal ordnance or make vehicles stronger!
And now the map ordnance. As I said Random Ordnance is RANDOM which is something bad because you can’t callout anymore rockets top mid because you don’t know if there will be rockets! I know 343 updated Halo 4 with Static Weapon spawns again which is a good thing and they should return Static Weapon spawns in Halo 5 right from the start!
Loadouts are okay in my opinion but make sure the loadouts are BALANCED RIGHT FROM THE START. Also as I said before don’t add the bollshot, plasma pistol or plasma grenades into loadouts and make sure you guys don’t add any other vehicle or gamebreaking weapons or grenades in loadouts!

I agree with you on Ordnance.
In case something like Personal Ordnance returns in the next Halo it should definitely not be random but static, so an important factor of Halo’s formula gets not harmed: equality.
I think power weapons should not exist in PO as well to prevent that matches get cluttered with power weapons and to help vehicle play on its feet again.
In case PO returns I would prefer a simple refill for your selected loadout.
Global Ordnance should not be entirely random either.
I think Global Ordnance could become something like a side objective.
What I mean with that:
Around one minute before a Global Ordnance Drop a waypoint would appear on everyone’s HUD that would lead to a fair location. The individual or team that manages it to control that location gets rewarded with the ordnance (a special power weapon or perhaps even a vehicle in BTB).
About custom loadouts:
Custom loadouts have to guarantee equality and balance for everyone.
At first, there should not be something like an unlocking system. All items in loadouts should be available from beginning for everyone.
Then loadouts could look like this:
Primary weapons: BR, AR, Carbine, Storm Rifle
Secondary weapons: Magnum, SMG, Plasma Rifle
Grenades (grenade count reduced to 1): Frag, Sticky
Armor Abilities: only if properly balanced
Explanation:
I would like loadouts to focus on human and Covenant weaponry only, so that the Forerunner weapons can become unique and special power weapons, primarily to do the highly advanced tech of the Forerunners some justice, aside their aesthetics.
That’s why I removed Forerunner Weapons from loadouts.
I was not really sure what to do with the DMR because it has had some negative influence on map flow when in loadouts. Perhaps put it on the map and make it slightly buff it.
I removed the Plasma Pistol and would like to see it placed on map for the obvious reason.
I think the SMG and Plasma Rifle would be worthy replacements.
I reduced the grenade count to 1 to prevent grenade spam on infantry and vehicles.
Armor Abilities can work in loadouts as well in my opinion but they have to be properly designed, what means they have to be balanced and should not break the game play in certain ways. I am convinced they can add a nice variety in game and team play.
I removed Perks because I think they simply do not belong in a game like Halo. Aside that, they are simply causing several equality and balance issues and most harming the game play, especially in combination with other items or mechanics.
In my opinion, everything (including Loadouts, vehicle play, AAs, map design, weapons, etc) would be way easier to create, balance and successfully implant with equal Default Mechanics and without Perks.
