Honestly, that sounds like too much content with too little innovation and far too much replication/too many clones. Halo has always been about unique, interesting weapons that are different from one another, just piling in everything from past games would kind of take away from that idea.
Seems like Halo 4 + everything else we’ve ever encountered in a Halo game…
What we need is a smaller, more unique sandbox. Not one filled to the brim with pointless weapons. Let’s start consolidating.
First, we need to decide on the BR vs DMR debate. I personally prefer the DMR, but the BR is probably the better choice. Why? Because the Carbine and Needle Rifle already fill the role of a single-shot weapon, and can be tweaked to be more accurate.
Second, SMG’s or Assault Rifles? I’d personally go with Assault Rifles. Instead of bloom, have them fire slower the longer you fire. It prevents spam but doesn’t ruin them at long range.
Third, way too many power weapons function the same way or share the same purpose as others. Let’s remove or change these. I’m going to attempt to give every faction five to seven weapons.
Fourth, in order to prevent avoidable redundancies, Forerunner weapons should be power weapons or semi-power weapons only.

Boltshot - Same as current.
Vanquish LMG - Stun Effect, high damage.
Force Rifle - 3sk, pushes enemies and vehicles. Slowish firing rate.
Another weapon, no ideas at the moment.
OK, I’ll admit it. I went a little overboard. My thoughts have changed. Let’s see about this:
Remove all the Brute weapons I said, plus the MA5k, take out the burst pistol and stasis rifle, and let’s move on to loadouts.

The Plasma Pistol has always been a map weapon, let’s leave it that way.Same with the boltshot.
First they need to do something about the existing stuff. If they’re just going to add new things to the game, that’s no different from CoD.
They added a lot of new AI behavior through Prometheans but absolutely neglected the Covies; all they did was improve their flank behavior, which was marginal.
They also neglected enemy relationships (I didn’t see Covies and Prometheans working together, I just saw them deployed in the same area, which was also rare), matchups (why was there no fight between Hunters and Prometheans?), and interactions (the AI lack variety in animations).
I don’t get the obsession with stuffing the weapon sandbox with every gun that comes to mind.
There should be fewer weapons that are all better-defined.

Agreed, something small I want to see again is Covies react to needles again
