Hello,
I want to know if the version of Halo Wars DE for Windows 10 counts for Halo Gamerscore in Halowaypoint, or only the version for Xbox One counts for the Halo Gamerscore.

Yes, when playing on windows 10 you are using the same achievement system as on Xbox. I recommend running the xbox app in the background when playing, this will make the achievements pop up just like on xbox.

You will still get the achievements even if you do not have the xbox app running, but I like to have the confirmation that the achievements are unlocking, in real time.

PS. The steam version has its own achievement system.

No, steam uses its own achievement system. To unlock the Windows achievements you need to buy the version form the Windows Store
