Following the latest hotfix patch released on January 23, the game is no longer entering fullscreen mode on PC. This used to occur on rare occasions, but I could always correct it by entering Options, Video and then toggling the Fullscreen setting from “Fullscreen” to “Windowed” and then back again. Now, this does nothing.
My OS version is 2004, build 19041.21. NVIDIA GPU driver is 441.87.
Help is appreciated.

That issue happens to me sometimes, the game starts in windowed, but then switches to fullscreen.
What I do, is wait for it to boot, without clicking anything else in the desktop, just let it boot up, and don’t touch anything in the meantime, and then automatically gets into fullscreen.

Well, this issue seems to have resolved itself. Sorry for the false alarm. Since the behavior was new and followed the patch, I made an assumption that it was the cause, but apparently not. Thanks, and carry on.
If you’re just having the windows bar and top tab pop up, just do Alt+Enter
