Most likely your searching at the wrong time of day the game is actually alive although the population might be at its lowest halo wars was never a popular game to begin with.
The gamemodes you play may be ther reason you’re not finding games. Halo wars 2 has had a population at the low in the past couple of months and usually reaches it’s highest peak at around 3pm to 7pm est in my expierence. I recommend that you play around that time if you want the highest chance of finding a game for the gamemode you want to play. I sometimes have a difficult time of finding a game of Solo x War ranked sometimes.

What modes are you looking in?
Pretty much. Especially on PC where you have proper strategy game alternatives.

All modes are still active and alive. Some are less populated than others, but all are active.
