Halo Wars 2 arbiter bug

So theres a bug with the Arbiter on Halo Wars 2. When power surge is fully upgraded to level 3, all hero powers (that you have) does not recharge. Me and my cousin found this out quite recently and its a little weird and annoying

Were you playing with skulls on?

There is a known issue with the Emperor skull, I believe if you do not upgrade power surge to level 3 you can avoid it if you want to play with this skull on. This will be fixed in a future release.
