Wouldn’t say it is happening but hey they claim it’s still in the works.
Yeah it’s most certainly not happening at this point. They just don’t want to admit that they failed in getting it going and were hoping fans would just forget it if they stayed quiet on it for years.

Yeah I am still not sold on it happening. In the works can mean anything. “In the works” we have it written on a post it note on the bulletin board no one really looks at… 
It’s like Mendicant Bias and Half-Life 3. We want it to happen, but neither us fans nor they are actually prepared for it to happen.

It would be nice to see a teaser trailer for the tv series. Or maybe like a behind the scenes trailer.

The only thing you’ll see in a behind the scenes trailer is a piece of paper with the words “We’re screwed” scrawled on it in crayon.

They are holding out for a movie. Looking at the financial success of world of war craft and creed I wouldn’t be shows to hear an announcement for a movie.
I think that it’ll release alongside halo 6 instead of halo 5 like it was supposed to. If they say it’s still in development then I’ll continue to believe them.
Probably we’ll see something before the release of Halo 6 like it was with Halo Forward unto Dawn before launch of Halo 4, Halo Nightfall before launch of MCC and Fall of Reach before launch of Halo 5.
With the shutdown of the Microsoft tv production department it likely caused a slowdown.
Never going to happen
If they are still saying it’s happening, something is happening. It’s entirely possible Spielberg could actually being deeply involved in it (which seems unlikely), so its been drastically delayed while he works on ReadyPlayerOne. It’s also possible that they just haven’t been putting as much funding and/or time to it as they wanted to, or they have re-worked it over and over again and possibly decided to make it into a full-scale movie instead.
But it could also be totally cancelled so heck if I know.
