There is no way to tell you actually owned that account so even if they offered such a service, you would be out of luck.

Not only that, his previous rank and armor are linked to that old Profile, there’s no way to get that back, unless he can recover it.

Bungie always had the ability in Halo: Reach to make any one what ever rank they wanted, although they never used it to level people up and stuff outside of Bungie, it could be a possibility to give him his rank back, although 343i said a while back changing ranks was Bungie’s thing.
