Is Halo Reach still available for purchase on the Xbox One? I can’t seem to find it.
Yes. All you have to do is go to the store section on the home screen. Then go to search games store. Type in Halo Reach and it should pop up. Click on it and then click on show price. The current price for it is $24.99 plus tax.

I was able to find it, but for some reason it’s not giving me a buy option. There isn’t a show price option either.

Why not just go and buy the game used at Gamestop or a local video game store?

I don’t think you can buy Reach via the Xbox One store just yet, though buying 360 BC games via the X1 store ia coming to preview members soon I think. For now you can buy it digitally from Xbox.com - search for Reach and choose the Xbox 360 version, you can buy that one and it will still show up on your X1 
Alternatively, as others have said, you can probably pick it up quite cheaply in disc

I am an xbox preview member so perhaps that’s why I am able to purchase it and you’re not. If that’s the case, then you can always wait. The option should become available to you in no time. Of course, you could always purchase the game disc for cheaper at wal-mart, best buy or a game store that sells used games. I wouldn’t suggest gamestop because they over price everything there. If you really want it as a digital copy, trying going on xbox’s website and purchasing it there. Or call xbox and see if they can help you with your situation.
