OP, no, they were pre-order bonuses and always will be, you could find some lying around on e-bay, however, the Bungie flames are not coming back, you had until July 7th to get them.

The Recon helmet variant wasn’t a legendary edition thing, it was more of a pre-order/first shipment kind of thing
And no, they are not. The reason they gave out recon was because it was obtainable and they have no intention of making a version of ‘Road to Recon’ on Waypoint

Check ebay bet there are still people selling the legendary code that gives you the Elite “Model” and the “Legendary” armor effect

Actually Angel Death, Moa is correct in what he is saying. OP posted about BUNGIE flames. Therefore he was obviously talking about Halo Reach due to the fact BUNGIE are now SHUT DOWN and have NOTHING to do with halo reach anymore. So please explan how a shut down Bungie could have anything to do with 343i’s Halo 4 production? They couldnt!! Therefore common knowledge would show that OP is talking about Halo Reach. Unless you’re blonde (no offence to any blondes in here) there is no excuse for not understanding that original statement. Im blonde myself and yet i understood it perfectly fine.
i know im not missing anything with the armor, i just want it to have it… and i might actually use the chest piece… like with recon in halo 3, i just wanted it to have it, but had no real intent on using it… or at least not the helmet anyways
