I would say Reach, i loved 3 campaign and all, but Reach to me was an improvement all around, Bungie definitely went out with a bang with reach, and Forge was amazing in Reach, it flopped in Halo 4 though.
Halo 3 Campaing Halo Reach Multiplayer
Multiplayer wise, Halo 3. Halo Reach was good but Bungie was more involved with Halo 3. I’m talking about the Weekly Updates, Spotlighting a player every week for their work in the Forge world then sharing it with everyone to download on File Share, new Double EXP playlists every weekend, and most important of all, playing with their fans. Bungie has several play nights where they’d log on and play with whoever they were with where as with Reach, I believe they only did it once and that was Bungie Day 2011, before they went dark

With Campaign, Halo 3 definitely takes the place for best of the two. However Reach was soooo much more fun to play Multiplayer on.
