No, sorry OP. Nameplates were locked back in 2011 when Bungie left Halo. If you didn’t get a chance to set one back then, it’s no longer possible
Nope, as said above they are unable to be obtained as of Bungie no longer works on Halo.

I think mine is locked on the Halo 3 nameplate
