I used to see the Nameplates for people’s spartans from Bungie.net but is it still a thing now?
No. The ability to change nameplates was discontinued April 2012 when 343 took control of the franchise. Other things that were discontinued are the blue flames (7/72011 to be exact) and Fileshare rendering.
