Halo: Reach Legendary Flames gone when offline?

Had this question for awhile but haven’t gotten around to asking it. My internet connection can get pretty bad so it can be hard to remain connected. I got the Pre-Order Legendary Flame armor effect which works when online but when I launch offline it isn’t there, not on my character nor in the armor effect section.

I was wondering if anyone knew why that is, or if its suppose to do that, or if there is anyway to use it offline.

Any answers would be appreciated.

Also side not I’m not sure if this is where I should be posting this or not.

Back in 2011, only blue flames did not appear offline, while unlocks like Recon helmet or Legendary flames could be used offline. Probably blue flames, which couldn’t be purchased through normal CRs, were connected to Bungie’s server, which allowed the players who unlocked them through the bungie app to equip them (that’s why it doesn’t work offline). I’m assuming that, since 343 took lead of Halo, all the unlocks won’t appear offline, but don’t quote me on this.
