Halo Reach Firefight Custom Skull problem

I’m trying to make a Firefight gametype where Spartans can’t pick up Covenant-dropped weapons, but can still pick up weapons dropped by other Spartans as well as from the airdrops.

Under Red Skull and Wave Traits, I set equipment drop to disabled and turned the Red Skull on for every round in the gametype. Despite this, I can still pick up weapons and grenades dropped by Covenant. Under Spartan base traits I set weapon pickup to unchanged just in case leaving it enabled was somehow overriding the skull settings. I can’t imagine the equipment drop trait referring to anything besides weapons and grenades. I’m starting to think it doesn’t actually do anything. Maybe Covenant were originally going to drop armor abilities.

Just want to know if anyone knows how to do this or has any other insight.
