I personally was out of town for a few weeks all those years ago and missed my chance to get blue flames, back then only my mom and dad had a flip phone so I had no way of using an iPod or iPhone and there was no computer either. Also I barely ever see anyone with the blue flames now. I understand why a lot of people will say No way! But I have felt like a part of me is missing for all these years because I knew about it at the time just had no way of getting it.
Sorry OP, but as it has been explained numerous times over the last few years it’s just physically not possible for 343 to do this. The unlock ability was never transferred / passed over to 343. As soon as Bungie stopped allowed for it to be unlocked that was it, with the options on their website being removed when it was updated for Destiny. It’s a shame you couldn’t get it at the time, but it’s just one of these things that can’t come back
