In a new video with Major Nelson you can see the new Xbox dashboard and on the right of the home screen at the start of the video you can see a section called backwards compatibility and Halo Reach is there with a collection of other games .
It more than likely will, as they stated that all games released for games with gold would be backwards compatible, and Reach was given away, as well as halo 3
Phil Spencer recently replied to a fan on Twitter saying that he would like to see Halo Reach get backwards comparability support for Xbox One. I think this would be a safe bet.
I would love to see Reach added to the MCC.

If it’s made BC than there is no need for it to be put on the MCC
The real pressing question is how the DLCs will be addressed?
- Should they give them all out for Free?
- Should they only honor the previously purchased ones, which would mean that they are added to the X1 storefront?
- Maybe BC H Reach won’t have the DLCs?
It will be backwards compatible. No worries!

DLC will follow the same regulations for the games. All DLC (as far as I know, given it was a generalized statement) is already BC, they just need to get permission to do so from the parent company. If you have it, and it’s made available, then it will work. Some titles are getting the DLC added. Borderlands, available now to Preview members, had the DLC thrown in for free.
Edit: Just came across this list of initial release BC games, and Reach is on it. http://www.finder.com.au/updated-xbox-titles
