Is there a ranking that will be implemented that is similar to the CoD Prestige model, alongside their original model where it fluctuates up and down ?

No there is not. Instead they will reset the ranks each season (each month) and you will retain your SR or Spartan Rank but your tier will be reset.
If you mean a Competitive ranking system like in halo 3, Then yeah. It’s only in arena. It’s goes: Bronze, Silver, Gold, Oynx, Diamond, Then top (1500 i think) Go into the Semi - Pro Division for that playlist, then the top 200 to the Pro division. These ranks reset each month.
