Where would you want HALO:ODST 2 to take place at, I would want it to take place on HARVEST there in the events of CONDTACT HARVEST.
Their should be a game dedicated to Johnson because he was the main figure in CH. It should include all possible canon relavent battle that he was apart of up to the trilogy.

You are correct. There were very few official UNSC soldiers present on Harvest during first contact.
Now, the second battle of Harvest in 2526, you could make an ODST game set during that period.
