Halo MCC "Downloading Latest Data" Issue

Have been dealing with this for approx 48 hrs. Have gone through the following steps w/microsoft:

  1. hard reset of the xbox
  2. uninstall/reinstall game (on multiple hard drives)
  3. full assessment of connection (normal)
  4. full system restore (including w/o saving apps and games)
  5. delete local and cloud xbox live data
  6. Also tried all of the stuff from the forums (starting custom game and exiting, restarting game, etc)

At this point, Microsoft says its likely an error on the game side due to a game update (seems to have been playlist update in the past) and that I should reach out to you. They note that there have been many such reports in the past 48 hours. Please help if you can. Open to other suggestions from the community.
