You’re probably not far off. Most of the heavy lifting is done via outsourcing to other studios. You have accountants and tired looking old men trotted out in front of camera wearing baseball caps and halo sweaters. Every time i see this i cant help but think of the “hello, fellow kids” Steve Buscemi meme.
Microsoft should just go through the credits, hire the developers who make halo on full time contracts and fire the useless middle management.
Let the old guys take off the baseball caps they need to think about eating prunes, picking out comfy slippers and maybe which retirement home they would like to end up in.
