When Halo Infinite is released is it going to be a “Play Anywhere digital title”? ( If any of you don’t know; when you own an Xbox Play Anywhere digital title, it’s yours to play both on Xbox and Windows 10 PC. )

This was explained in the #Ask343 video. One of the sandbox team at 343 explains why Dual Wielding & Elites wont be returning for Halo Infinite as of right now.
Here’s a link. Elites in Infinite is about 6 Minutes & 37 Seconds in.
I believe every first party Xbox game will be a play anywhere title for the foreseeable future. In terms of playable Elites not being there at launch, I will agree that it is a bit of a bummer even though I myself never usually play as an Elite. Still I think they will be added to the game eventually, probably in a seasonal update similar to the current season happening in MCC right now that focuses on elite cosmetics and stuff.

TheDonCJG explained it in his post, but the TL/DR is “Competitive Balance reasons” (Elites have a different hitbox than Spartans, making 100% Same Starts not happen) along with focusing on John (the Master Chief) and the Spartans in general. Your best bet is to wait for the modding tools that’ll inevitably produce things like this instead of waiting on an update that may never happen.

Many digital titles from MS have been play anywhere, such as Forza/gears and Halo now.

Exactly, Halo Infinite is definitely a play anywhere title, it states that in the capabilities under details in the Microsoft Store.
