I don’t understand why my framerate isn’t atleast at 60 considering that the game isn’t even using my GPU fully .

Dunno what you’re running hardware wise, but I was having the same issue.
I discovered you can actually force a framerate that you wanna play at and I saw my GPU utilization drop from 99-100% to around 75-85%.
Just a quick question :
Did you disable the HD packs? Those do literally nothing to improve the experience imo and they cause a hell lotta frame drop.
Yeah they’re disabled, I’ve looked for ages but can’t find any solutions
What GPU are you running?
Try forcing a framerate by setting the highest framerate you want to achieve and the bringing the minimum framerate up to that.
Adding to this, it may be also good to check your monitor refresh rate and set your framerate to that.

Get a better gpu. spend some cash on it you only live once.
