Hey so I am personally a huge fan of having many custom-game and forge based options.
One of the biggest ways they can add to player/gamemode customization is the addition of loadouts.
Now I do not mean loadouts in terms of “player customized” like in Halo 4, but rather a “per game settings” loadout similiar to Reach but with more flexibility in terms of “customizing” the gamemode.
Key Features:
Players/343 being able to create loadouts for each “team” within a game-mode.
TEAM SPECIFIC loadouts (this would work similiar to custom loadouts of zombies vs humans but would be available per “team” basis).
Loadout Locking Options (users having the choice to set a limit per each loadout, meaning, if X number of players on a team choose N loadout, that loadout will become unavailable for other players on that team, this would allow game modes to give player teammates specializations).
Loadouts would also give various options like specification of player stats (this could be displayed as a details menu when selecting a loadout, listing various stats and the values forwarded to them, this would be similiar in function to how alpha zombies had a separate stats setting that could be chosen to make them different from other zombies).
Loadouts would have the obvious weapons, grenades, and equipment options.
I don’t see why not as an option for custom games, but only as an option for custom games. I think it’s quite clear from Reach and especially 4 that loadouts are not very desirable in standard matches. I do like your suggestion for how it could be implemented in customs though, team specific and locking options are great ideas.

True might even be a cool feature for a through back weekly playlist being able to play a “pseudo” Reach of sorts.

It might be fun for custom games/playlists but I dont think this belongs in slayer. Idk it doesnt seem as Halo to me (more a CoD thing), and diminishes the value of weapons on the map.
In Forge/Scripting we have access to a series of ‘Player Traits’ (four of them; alpha to delta) which allow you to set a lot of player abilities (shields, speed, etc). You can then apply them to players inside the game - eg. if they pick up a custom power up.
What we need going forward is to be able to assign starting weapons to those traits. And teams.
Then we need to be able to assign these traits to the players. Either up front in the lobby - or inside the game (we would still need a lobby level label to apply and act on).
Doing this would allow forge / scripts to set up games with custom loadouts… allow games like juggernaut / infection to be scripted from scratch… and give custom hosts a handicap system for groups that have a wide skill range.

A Br isn’t for me but if they do one I just don’t want any other content to suffer if they can do both well then perfect I guess.
I really don’t care for another Call of Duty: Halo.
In previous Halos, if you want a specific loadout type, there are options in the game setup settings. It will even change the weapons found on the map. But I don’t need to play Call of Duty: Halo like I did in 2012.
