Is there any reason why Halo Fireteam Raven is not available in other big countries like Germany, Austria or Belgium?

Basically comes down to whether or nor local distributors/venues picked them up. IIRC Belgium has some fairly stringent rules on arcade machines akin to gambling which may well have affected that.
