I still don’t get it.
I don’t think that’s Cortana if that’s what you’re suggesting.
All I see is a holopad displaying an image of Pharah as a child.
Unless you can clarify it’s something else, neither the projector or the hologram are easter eggs nor is it a reference to Halo at all.

Look at Pharrah’s haircut, the pose Anna she holds the holopad, the blue hologram. Please. It’s pretty obvious.
I think it’s just a photo (or whatever they use for photographs in the future) of Pharah
