Simply put, I’d argue it was for gameplay reasons. Although, there may have been undocumented Human and Covenant visits to the ring, and the Flood forms we are seeing are not necessarily fresh. shrug
After the barrier goes down forces get sent in to assist presumably.

Technically humans, since the Chief encountered the Gravemind before anyone else on the ring encountered the Flood.

He probably was not the first Elite to be sent in. They might have also deployed Spec Ops teams into the wall beforehand.

Good question. Maybe the firing settings can be altered to shoot high.

There were likely close reinforcements on standby waiting for the shield to be lowered.
It would be the humans considering all the flood combat forms and body’s within the second barrier I don’t think the covernant would want to release the flood knowingly after the last time they did unknowingly.
Remember that while Arbiter was navigating the Quarantine Zone to get to the Index, Johnson and Miranda were ahead of him, so I think it’s safe to conclude that the UNSC encountered the I05 outbreak before the Covenant.
