Having it on console would remove the entire point as it would no longer be moddable.

If you arent farmiliar with Halo Custom Edition, it was an add on to Combat evolved made by Gearbox and Bungie that was pretty much Forge on steroids. Here are a few examples of things that came out of Custom edition:
