If I bought the maps on one account, but switched to another, would I be able to play them?
I ask because when I bought the other Halo: Reach map packs it forced me to buy them individually for EACH ACCOUNT… Is there a way around this or not?
Note: As long as the original purchaser of the maps was online and using the maps, anyone else could play. It was only when the original purchaser was not playing. I.E. my brother wants to play them while I’m at work, but it says he doesn’t have the recommended DLC.

That wouldn’t happen cause every piece of dlc on xbox live will work for all accounts that play on the xbox that the dlc was downloaded to, if you got a different xbox since then you would need to do a license transfer.
It should be fine if the accounts are on the same Xbox. When you download DLC it attaches a licence to the console and the Gamertag that downloaded the DLC.
Any gamertag using that Xbox will have working maps. If you transfer your GT to another Xbox and re-download the DLC then it will only work for that specific Gamertag that downloaded the DLC since the GT has the licence for it but the other console doesnt have the licence so other accounts wont work. The Xbox that originally downloaded the DLC will always have the licence until you do a licence transfer to another console.
(Xbox #1 has 3 gamertags, one of the gamertags downloaded the maps. Everyone using Xbox #1 will have the DLC due to the Licence on the Console)
(Xbox #2 doesnt have the DLC but the one Gamertag that downloaded the DLC before re-downloads it on this Xbox the DLC will only work for that account since the GT has the licence but the console doesnt)
The download licence attaches to the individual Gamertag and the Console
